However, many panchayats operate with limited data and tools for systematic self-assessment. This often results in unplanned service delivery, inefficient use of resources, and weakened trust between citizens and their local governments.
Technology can play an essential role in addressing these gaps. By digitising governance processes and providing structured frameworks for self-evaluation, technology helps panchayats make informed, data-backed decisions. Digital tools make it possible to gather citizen feedback, track service delivery, and benchmark performance across panchayats, promoting transparency and peer learning.

Building ward member credibility through action
In a Gram Panchayat in Karnataka’s Chitradurga district, members acknowledged limited awareness of Ward Sabhas. Anode introduced a Citizen Engagement Process (CEP) that brought residents and ward members together to discuss local issues. They jointly drafted petitions for monthly Gram Panchayat meetings, resulting in actions like repairing water filtration units, cleaning tanks, and building school compound walls. As ward members followed through, their credibility and connection with the community grew.

Evolving a shared vision with citizens
In Yesamba GP and other Gram Panchayats in Wardha District, Maharashtra, GP members recognised their lack of a shared vision for local development. This acknowledgement created demand for a collective visioning process with citizens and other local stakeholders. Over two days, seven ward members and 25 citizens came together for a vision workshop, where they identified shared goals. They prioritised community unity and better coordination with government departments, creating a clearer roadmap for development.
