This presentation summarises Indian government reports on the Panchayat Development Index (PDI) and the localisation of Sustainable Development Goals (SDGs). It examines Gram Panchayats’ progress across 577 indicators in nine SDG-aligned themes while highlighting key challenges such as data accessibility, capacity building, and community participation. A SWOT analysis assesses the strengths and weaknesses of PDI implementation.

This process documentation details the implementation of the Gram Panchayat Organisation Development framework under the SPACE project (2015–2018) by PRADAN and Anode Governance Lab. Rolled out in 16 Panchayats in Jharkhand and 10 in Madhya Pradesh, the initiative aimed to strengthen Gram Panchayats as effective units of local self governance.

Anode studied PRADAN’s COVID-19 relief efforts (April–June 2020), examining its collaborations with state administrations and civil society to support stranded migrants, run awareness campaigns, and revive rural economies. The report presents state-specific case studies from seven states, highlighting interventions, challenges, and lessons to shape more effective post-pandemic strategies.

This paper illustrates the methodology behind the development of the Gram Panchayat Organisation Development (GPOD) framework and its implementation through action research in two village councils since 2011. It explores the framework’s wider applicability, its expansion to over 50 Gram Panchayats, its impact on governance and service delivery, and the challenges faced in scaling the model.

This case study, published in News Reach, demonstrates how organisation development in Gram Panchayats enhances local governance and service delivery in Karnataka and Madhya Pradesh. It emphasises the need for adaptable frameworks and shows how organization development initiatives nurture the potential of individual elected representatives in the change process.

The GPOD Process Document narrates the journey of developing a framework to strengthen Gram Panchayat capacities, based on an action research project with two Gram Panchayats in Karnataka.
